The Fulbright Commission in the Netherlands says it welcomes 20 to 25 American students a year. U.S. citizens apply through the U.S. Fulbright system, not through the Dutch commission. Some grants are co-sponsored, such as the NAF-Fulbright fellowships and a Fulbright-Maastricht University scholarship.

You must be a U.S. citizen applying through the Fulbright U.S. Student Program. For the Maastricht grant you also apply for admission to a Maastricht master’s programme separately. Check the Commission’s page for the current cycle; the U.S. application timeline is set on the U.S. Fulbright site.
